LitterBusters: Residents Keeping Rockingham Clean

The Challenge

The City of Rockingham faced a growing problem with illegal dumping, graffiti, and damaged public assets. Traditional monitoring methods were limited, leaving council staff stretched and residents frustrated. To build a cleaner, safer city, Rockingham needed a simple way for the community to report issues in real time.

The Solution

Lateral worked with the City of Rockingham to design and deliver LitterBusters, a mobile crowdsourcing app that puts reporting tools in the hands of residents.

Through the app, users can:

  • Take a photo of illegal dumping sites and upload them instantly.

  • Report graffiti, potholes, broken pathways, and other maintenance issues.

  • Flag city assets like bins, playgrounds, and seating that need repair or cleaning.

The app was built for iOS, Android, and Windows Phone, ensuring accessibility for the widest possible audience. Its design focused on quick, simple reporting so residents could act on the spot.

The application was hosted on Amazon AWS Elastic Beanstalk. This platform gave the project:

  • A scalable, high-availability deployment environment.

  • Rapid setup and reliable hosting with full control of resources.

  • The ability to handle spikes in usage as residents engaged with the app.

Lateral’s use of Elastic Beanstalk reduced infrastructure complexity, allowing the focus to remain on user experience and rapid delivery.

The Result

LitterBusters quickly became a valuable tool for both residents and council staff. The community now actively participates in keeping Rockingham clean, with regular submissions of photos and reports.
